According to the provisions of Article 3 of Decree No. 2022-0112/PT-RM of February 24, 2022, establishing the organization and operating methods of ANAES, evaluation is defined as “an act allowing a judgment, using a critical approach with systematic data collection, about multiple objects to make decisions.”
It aims to systematically and objectively appreciate the relevance, performance, and success (or absence thereof) of ongoing or completed programs and projects.
Evaluation is selectively undertaken to answer specific questions that will guide decision-makers or state authorities.
Evaluation usually aims to determine the relevance, efficiency, effectiveness, impact, and sustainability of a process or procedure.
According to the provisions of Article 3 of Decree No. 2022-0112/PT-RM of February 24, 2022, establishing the organization and operating methods of ANAES, accreditation is defined as: “an external evaluation procedure conducted by a public body that assesses the quality of services produced by a healthcare establishment using indicators, criteria, and reference frameworks related to procedures, good clinical practices, and results. It involves conducting an external audit, resulting in an accreditation report.”
It is an external evaluation procedure for a healthcare establishment, conducted by professionals, independent of the healthcare establishment and its supervisory bodies, concerning its entire operation and practices. It aims to ensure that the safety and quality conditions of patient care are taken into account by the healthcare establishment.
Accreditation applies to the healthcare establishment in the legal sense of the term. It applies to the activities of the healthcare establishment that directly or indirectly contribute to patient care and therefore simultaneously concerns all structures (services, departments, etc.) and activities. Accreditation does not apply to medico-social activities, even when they are carried out within a healthcare establishment.
ANAES is responsible for implementing accreditation. To this end, ANAES, in collaboration with healthcare system actors, establishes reference frameworks designed to assess the organization, procedures, and expected results in terms of health gain and patient satisfaction.
It relies on a normative framework defining requirements in terms of technical competence and implementation of a management system.
